Minister calls for investment-, passenger-friendly Civil Aviation Rules 2026
Dhaka: Civil Aviation and Tourism Minister M. Rashiduzzaman Millat has called for the formulation of new civil aviation rules that will be investment- and passenger-friendly while ensuring aviation safety and security.
He made the remarks on September 1 at a meeting held at the conference room of the Ministry of Civil Aviation and Tourism at the Bangladesh Secretariat to finalize the draft Civil Aviation Rules 2026.
Presiding over the meeting, the minister said the government is working to increase investment in the civil aviation sector, and the new rules must therefore facilitate business and investment.
“We have gathered today to formulate the Civil Aviation Rules 2026 by amending the Civil Aviation Rules 1984 after 42 years,” he said, adding that necessary provisions would also be incorporated into the new rules to improve passenger services and ensure safety and security in civil aviation.
Addressing representatives of airlines, Millat said, “You are our key stakeholders. Therefore, your active participation must be ensured in formulating the rules to facilitate investment.”
He said the government would take initiatives to amend provisions related to aircraft maintenance facilities, particularly considering the needs of private airlines.
Steps would also be taken to address complications related to the maintenance, repair, and overhaul of complex aircraft components, he added.
The minister further said provisions related to the Irrevocable Deregistration and Export Request Authorization (IDERA) would be incorporated in line with the Cape Town Convention to protect rights related to international financing and leasing of aircraft assets.
He also directed that fire-safety inspection drills at airport physical infrastructure be conducted every three months.
Millat said the government has planned to establish an international-standard Maintenance, Repair, and Overhaul (MRO) facility to support the maintenance of aircraft operated by both domestic and foreign airlines.
“With your cooperation, we hope to achieve our goal of turning Bangladesh into an aviation hub,” he said.
He also said necessary measures would be taken to simplify the process of establishing and expanding civil airports through private initiatives.
At the meeting, US-Bangla Airlines Managing Director Md. Abdullah Al Mamun presented several proposals on behalf of private airlines. The participants also held detailed discussions on the proposed provisions of the new rules.
